So it appears that they aren't really updating anything. Most of the time they show 0 bytes downloaded after the download is complete. They always appear in the download window when Steam starts and I have to close them every time (which is mildly annoying). And all of the games involved behave themselves when Steam starts. Once I did that all of the games involved work OK. I then had to move the Steam executable to the new drive in order to get Steam to use the new userdata folder. My problem was caused by me moving the Steam userdata folder to a different drive. Also with a little luck maybe somebody can tell me how to fix it. I'll explain what happened just in case it applies to Trashcan Man's problem. But I believe my problem was caused by my own actions.
